New Life Restoration Outreach Ministries is blessed to have a leadership team that is truly dedicated to Christ and to accomplishing His will. The following are brief bio's of the leaders on our leadership team, and their qualifications for ministry.
Bishop Elgin Franklin, Jr
Founder and Senior Pastor
Bishop Elgin Franklin, Jr. is the Founder and Senior Pastor of New Life Restoration Outreach Ministries in Gibsonton, FL. He graduated from Tampa Bay Bible College in 2015 with an Associate's Degree in Biblical Studies, and again in 2017 with a Bachelor's Degree in Christian Education. He received an honorary Doctorate Degree in Christian Counseling from
Prior to that, he served as a Senior Pastor, Associate Pastor, Youth Pastor, and Armor Bearer. Bishop Franklin's heart is to develop his members into sound leaders who have both great knowledge and great life application of the Word of God. His vision is to spread the Word of God to the community and beyond, and to be a refuge and blessing to the surrounding community. Bishop Franklin takes his role very seriously knowing that the Lord holds him accountable for every soul that enters the doors of New Life. He spends hours daily in prayer, in study of the Word, and in developing his skills for ministry service.
He is the husband of Stacie, and he is the father of Angel, Taelor, "Li'l" Elgin, and Vantasia. He is a bonus father to Rachel and Ameena. He is a grandfather to Aubree and a bonus grandfather to Kamar Tre.
Minister Stacie Franklin
Executive Assistant, Church Administrator, And Director of Praise & Worship
Stacie Franklin is the wife of Bishop Franklin, a mother of 2 children, a bonus mom of 4 children, and a grandmother to 3. She has served at NLRO since 2018. Prior to that, Stacie served as a Worship Leader and Choir Director for over 15 years, and has been featured on CTN's "The Gospel Voice With Derrick Williams". She earned a Bachelor's degree in Business Administration in 2007. She has served in various other capacities in ministry, including studio session recordings, ghostwriting and publishing ministers' books, a national traveling drama ministry troupe, hospitality teams, finance committees, children's church, and outreach evangelism.
Dr. Earl Potts, Sr.
Associate Pastor, Director of Leadership & Spiritual Development
Dr. Earl Potts, Sr. has a vast and extensive ministry resume. He has planted churches, pastored churches, and served in a variety of ministry roles. He is well-loved for his jovial personality, and for his many talents and anointings; especially in the areas of teaching, leadership, and worship. Dr. Potts holds a Ph.D. in Theological Studies from Dallas Theological Seminary where he studied under the tutelage of Dr. Tony Evans. He is the husband to Evangelist Katina Potts and a father to two adult children.
Minister Jasmine Williams
Director of Women's Ministry
Evangelist Jasmine Williams has been serving under the leadership of Bishop Franklin for over 25 years. Her 2 children grew up at New Life and her grandchildren are being raised up now at New Life as well. She is Bishop's right hand in leadership and she serves as the Lead Minister at New Life. In this position, she oversees finances, the Women's Ministry, and acts as the ministry liaison to other churches.
The attributes that best describe Minister Williams as an Evangelist are strong preaching and a ministry focused on women. She has a fervent desire to lead at New Life Restoration Outreach Ministries where biblical views are embraced and encouraged, with members who care about the needs of those around them and who want to connect others to the body of Christ. Minister Jasmine takes worship and preaching very seriously, spending hours in studying and prayer.
Minister Jasmine has proven her loyalty not only at NLRO, but also at her workplace where she has also worked for over 25 years. In return, God has blessed her greatly and she's in top management there.
Minister Jasmine has 2 children and 3 grandchildren.
Minister Katina Potts
Director of Evangelism/Outreach Ministry And Sunday School
Evangelist Katina Potts is the wife of Dr. Earl Potts, Sr. and mother of 2 adult children. Alongside her husband, she has established and served in several congregations from large to small. She holds a double Master's degree in Business Administration and Marketing. She is also an author of 3 children's books and a talented actress. Her passion is for interacting with others and bringing them to Christ.
Areva Green
Director of Children's Ministry
Areva Green is a mother of two, a grandmother of one, and a long-standing member of NLRO for over 15 years. She serves as the Children's Ministry Director and does an amazing job of connecting with little hearts. In her vocation, Areva is a Director of a childcare facility. Areva also serves as Assistant Worship Director. She has a beautiful voice and an incredible gift for leading others in worship.
Minister Derek Davis and Cierra
Directors of Youth Ministry
Cierra R. Davis holds a PhD in Counselor Education & Supervision. Her past ministry experiences include being a church steward and dancer. Her ministry experience involves developing college based campus ministries where she has assisted college students with developing, cultivating and prioritizing a spiritual life. She is a licensed professional counselor who bridges the gap between the Church and counseling by demystifying the counseling process and highlighting the importance of receiving mental health services while being a churchgoer. She is married to Derek Davis and they have two fur babies, Pops & Ginger.
Derek L. Davis Derek has served in a variety of ministry roles including church steward, trustee and armor bearer. He is a certified life coach whose passion is for helping young men succeed, find their purpose and live a God filled life. He is outgoing and love people. He is married to Cierra Davis.
John Durr
Director of Media Ministry
John Durr is an anointed vessel who has served at NLRO for the past 15 years in a variety of capacities. He has served under Bishop as an Armor Bearer, a musician, and in the prayer ministry. Currently, he serves as the Director of Media Ministries where he oversees a team of audiovisual operators. John is a business owner and a father to two children.
Minister Thomesha Hawkins
Director Of Guest Services
Thomesha Hawkins is a gifted leader in the ministry. She has been a part of NLRO for over 15 years and oversees the Usher Department. Her experience as an entrepreneur enables her to interact with first-time guests in a remarkable way, which is fitting for her role as the Guest Services Director. She is also a teacher by trade, which makes her a natural fit as NLRO's Youth Ministry Leader. Minister Hawkins is the proud mother of 2 daughters.
Minister Judith Stephenson
Assistant Director of Women's Ministry
Judith Stephenson is a woman after God's own heart. She has been serving at New Life for almost a decade and is nowhere close to losing her passion for the ministry. Judy is the visionary and heartbeat behind many initiatives at New Life, which makes her a great fit for Director of Events. She is a mother of 3 and a grandmother of 3.

Elder Charles and Cynthia Cave
Marriage Enrichment Ministry Leaders
Elder Charles Cave, Jr. has been serving in ministry for over 40 years. He has served in a number of leadership roles which include, evangelism, outreach, homeless and street ministries, convalescent and prison ministries, bible study and Sunday school teacher. He has also served as director of ministerial staff, Sunday school superintendent, and young adult ministry leader. He is a gifted bible teacher and has a passion for outreach and evangelism. He preaches in church and out of church. Elder Cave lives the Great Commission, going out into the streets, homeless shelters, and various places sharing encouragement and his testimony, as well as feeding the community.
Cynthia Cave is married to Elder Charles Cave, Jr. and together they share a love for God's people. Cynthia grew up as a PK (preacher/pastor's kid) and has served in numerous church leadership roles including trustee, deaconess, praise and worship team, youth leader, Sunday school teacher, women's ministry, and young adult ministry leader. Cynthia received her Bachelors degree from Florida A&M University and a certificate in bible theology. Cynthia retired from Collier County Public Schools in Naples, Florida as Benefits & Wellness Supervisor after 33 years.
